Cheap options to call UK mobiles from Singapore mobile?

You can use IDD services. You just registate Singapore mobile number through internet and can call UK mobile from Singapore mobile.
I use 1517 to make international calls. From Singapore mobile to UK mobile costs only 40 cents per min. No subscription/monthly charge.

That's pretty expensive (and I'm not surprised, since it's NTT). Phoenix 1516 offers 31c/min to mobile and 4 (four) cents/min to landline:

Im heading out to singapore in about a month, and dont really undestnad the terminology, or exactly how that website works...

greatly appreciate it if you quickly explain:

what is IDD? I assume NTT is a network provider?
How does that website work?

I use Rebtel which charges 14.9 cents per minute from Singapore to UK Mobile (or 1 cent per minute from Singapore to UK Landline).

I also use Skype which charges 25.9 cents per minute from Singapore to UK Mobile.

Rebtel assigns a Singapore number which will redirect to the UK mobile number, so you can use Rebtel if you have access to a landline to dial that Singapore number. If you have an iPhone, you can download the Rebtel app and call over WiFi or 3G. If not calling over WiFi, you may also be charged by your operator for local minutes or cellular data.

Skype purely uses WIFI or 3G to dial to the UK Mobile/Landline and it does not provide you with a Singapore number to dial to.

Are there calling cards available that allow to you connect via a 800 number and get cheap international calls to Europe (not interested in cheaper calls to countries in the region), and if so is there a site that lists/compares them all?
