i'm planning to set up an online florist, but i wonder if i need to register it as a biz?
plan to do it freelance

If you are living in Singapore and reporting your income in Singapore you will need to create a business or a company. Doesn't matter whether you are bricks and mortar or internet. What matter is collecting revenue in Singapore as a business.

Yeah, the appropriate channel is to register as a sole proprietor if you are running the website business on your own. Registration and Exit of sole prop business is also fairly straightforward so no harm to do so too.
