Qualifications for E / S Pass.

Is the Certificate / Diploma / Degree from a Singapore State / Private University / College more worth than a qualification from outside Singapore?

I mean having followed a course in Singapore is a plus point for Pass approval?

Advices appreciated. Thanks.
