Hii all , can a EP or S pass holder look for a job while still holding onto another company's EP Card ?

If you are looking for a 2nd job as your title implies, No!

If you are looking for alternative primary employment, yes

actually my cousin has gotten a EPEC but doesnt seem to have luck getting a job so I thought why not just apply an EP for him through my company's name and then he can look for another job while hanging on to that EP.

I'm sure thats illegal unless he is actually employed by your company and drawing a salary

Why not applying Visitor Pass for him so that he at least can stay here in Singapore to find a job? Would be much easier that way I think.

The employer has to apply for the EP. The Employer has to pay the salary. IF you are able to get an EP at all (is your company showing any sort of track record? If you have no employees currently, it might be a little difficult explaining to MOM why you need a local to run a manicure business. I'm afraid you are only asking for a lot of trouble if you try it.
