PEP - local contact person

Hi, I would like to apply for a PEP, and part of the application form is to name a local contact person, either Singapore citizen or PR. What is that for, is it only to name someone or would this be like a warrantor to vouch for the applicant, incl. trouble for the warrantor in case something happens?

They only send communications to a local Singapore address.
