Probably it will not affect his EP application. Then again you never know how well the government is connected and what they dig up during the background check. If you want to know for sure feel free to call MoM anonymously for your "friend" to find out.

Come to think of it, when applying for the EP you will need to state if you are involved in any legal proceedings I am sure.

They are also cracking down on giving EP/WP's to PRC's as well as other SE Asian countries.

IIRC the EP application doesn't ask anything about civil proceedings, only whether you have a criminal record and whether you've been declared bankrupt.

Bankrupt means anywhere in the world. Why put the question on the application form when it's a form for foreigners if they only meant in Singapore?
Sounds like just the kind of brilliance we need here! NOT!

Thanks for adding your insight JP. Done and dusted then for OP. If they ask for this then you can be sure they will run a credit check for you in the Middle East. Oh sorry, I mean for "your friend".

Have you bothered to go online at MOM and look at the forms? From the manual EP form:
PART 7 – DECLARATION BY APPLICANT
(a) Have you ever been refused entry into or deported from any country? Yes No
(b) Have you ever been convicted in a court of law in any country? Yes No
(c) Have you ever been prohibited from entering Singapore? Yes No
(d) Have you ever entered Singapore using a different passport issued by a different country? Yes No
(e) Have you ever entered Singapore using a different name? Yes No
(f) Have you ever been a Singapore Citizen or Singapore Permanent Resident? Yes No
(g) Have you ever stayed in Singapore? If Yes, please provide the most recent details below. Yes No
h) Have you ever been issued a work visa by another country? Yes No
Now, the employer has to declare that he/she is not bankkrupt.
4 I **am/ am not an undischarged bankrupt.
So... instead of just dithering about, check the website and call them for specifics.
