Liposuction is probably effective way to consider.. its quite a common procedure

Unfortunately you can't pick where to lose fat when exercising, but the best thing you can do is cardio and more cardio and cut out carbs! You can do stomach crunches this doesn't burn fat but it tones you and therefore you lose "inches", it makes your stomach look better and the stronger your core muscles are the better balance you'll have and lower your chances of back pain.
