Is "certificate of no conviction" needed for apply

Hi, is a "certificate of no conviction" aka police clearance or police check needed when applying for permanent residence in Singapore? My good friend is applying for PR and would appreciate any guidiance

Nope, your friend should read the list of requirements on the ICA website.

You can be sure though that ICA itself will request this from the police internally. So if he ever had a criminal conviction in Singapore, you can be sure they find out!
