job websites in SG - just camouflaged advertising agents?

simple question; employment websites in Singapore - do they work?
Recently i've found i am consistently being emailed and offered free gifts if i participate in their online surveys. i don't recall signing up for this sort of behavior when i applied for a job.
It seems to me they gather CV's and don't do much else. Are these just advertisers camouflaged as job agencies? by far the majority of my previous jobs eventuated through word of mouth.
I'm from an engineering background, is it only my industry like this?
