As a tradesperson, you would have a difficult time in Singapore as the salaries paid to tradesmen is a pittance in comparison. If you are looking to go into the O&G industry you need to get hired via an outfit in the UK and sent overseas. Singapore only has refining capabilities and ship/rig building industries but again, the tradespersons are usually imported from the 3rd world countries where salaries are extremely low.
Offshore construction/exploration hiring is mostly done via the home countries of the individual service/contracting/drilling/oil companies.
