The following is taken from the PEP Personalised Employment Pass Application Form (Form 8).
It does not indicate how many months or years you have to hold your current position. As noted, you must have drawn this amount in basic salary (which is just what it says, by the way) no more than 6 months prior to the date of application.
Due to the fact that there is a line requesting "Period of Employment" (both "FROM" and "TO" as well as the name of the employing company, I would assume that they will check out the validity of said claims as well as using some internal weightage to the length of time employed, when determining whether or not to grant the PEP. The actual requirements are not a guarantee of issuance as is the case with all applications to government agencies in Singapore. This is to give the MOM the latitude to keep out the schemers which, undoubtedly, will try to take advantage of. (Just like the the recently tightening up of the PR applications - for the schemers abusing that venue).
