I have the same trouble. And I live in Northern Europe
Our bodies have a rather low conservation-mode threshold. Whereas most other peoples' bodies react less excessivley, ours draws in peripheral blood from the extremities such at the hands, feet, ears and nose too quickly into the body core. This makes us "feel" cold, even though our core temperature is no lower that it is in warm rooms.
It's a body function thing. Your friend should be grateful that she lives in the tropics. I used to love walking out of our freezing classrooms to thaw out in the schoolyard. That won't work when it's -2 degrees outside.
Walking around tends to delay this conservation reaction. And if she doesn't mind looking silly, she can wear gloves
