Working as freelancer in Singapore

I wonder if anyone can help with the following.

My boyfriend has been offered freelance work in Singapore (in media) however he's been turned down for a PEP because he doesn't actually have a company to sponsor me. The media firms that he's spoken to have work for him but on an ad hoc basis. We looked into setting up a business but that takes 3 mths to process and in that time he's unable to work. Does anyone have experience of working freelance in Singapore? If so, how did you get your work visa or is there something else that I need to know?

Nah, I know what you mean, have been a mod for long time on another website. The good thing was we don't have anyone posting job ads there all the time. Sigh.

1. They don't use the search function, fair enough, they are just plain lazy.
2. They don't see a post regarding exactly this issue in another sub-forum, that says quite a lot already about being lazy
3. They ask you a question like: how can I find a job at markit, I have a Masters in IT from India (that was one of my favourites), or what is the hotline to check on my PR status. Dang it, how lazy and/or incompetent are they? Hopefully their PR application gets reject. Singapore doesn't need people who can't even find the ICA telephone number in the yellow pages or *drums* on the ICA website. :x
