Since im now holding 11B and need to go to dont know where to collect my blue IC in order to exchange with a pink IC.and how long does it take to collect my blue IC? Do i need to make a appointment first or just walk in and collect?

As you are an NS man you are not supposed to hold your IC while you are serving. Thus I would suggest you give ICA a ring and tell them that you are an NS man and that you have surrendered your blue IC already. Then ask them what to do in this case. I believe the whole IC exchanging thing will be postponed until you are done with your NS and you might just have to go down to ICA to get a pinky.

Bottom line: call ICA.
