My understanding is that you can only adopt a Singaporean child if you are British and living here, as the Singaporean Government will only let you adopt a child who is guaranteed a passport and UK doesn't guarantee that. If you adopt a local child, it is of course Singaporean so that isn't an issue. There are adoption support groups at SACAC at the American Club and the mother & baby place at Tanglin Mall, sorry can't remember the name of the place but it's near Tango book shop. You should be able to chat with other adopting parents and get some advice and info there. I have heard of Touch adoption agency at Bukit Merah but don't have any first hand knowledge.
