Car Rentals

I had hired a car recently from a car rental company. I was informed that for their standard insurance, the excess was $2500 which could be reduced to $500 by paying an additional $15 per day for CDW coverage. The rental period went off smoothly without problem, but I am left with a few questions to ponder:

1. I understand that CDW is actually a service offered by the rental company itself and actually not provided by the car's insurer. Is this correct?

2. If CDW is actually provided by the car rental company, then do they honour this facility honestly, if need be. Considering that CDW is not a commitment from the insurer, are there cases where the rental company tries to find some excuse to put the blame on the hirer and make him pay more than the reduced excess amount?

3. Thirdly, if I don't own a car, but rent one occassionally, can I buy my own personal motor insurance plan to supplement the car rental company's basic cover instead of buying CDW from the rental company?
