I know NUS Extension at Park Mall offers Korean lessons from the beginning level onwards. They have a good reputation for their language lessons, though I was personally taking Mandarin there. Spring language school at Bishan and Jurong East is also saying they offer Korean lessons.
I'm working on a map that plots
language schools on the Singapore map. Have a look at
http://www.yagosingapore.com/blog
The schools offering Korean would normally be language centers that offer more than one language. The color would be light blue for such schools.

perhaps a try is to your nearby community center, it's rather very cheap, three monthes(one week one hour) will cost less than 100 sgd
