Check out the basement shops @ Bras Basah Complex which is close to Bugis National Library.
Try google for the exact location.

Try San bookshops - they specialize in used books and rentals.
Nice thing about San is that the books are in good condition and sorted by category / alphabetically by author so it's easy to find what you're looking for.
They've got branches at Plaza Singapura, Funan, United Square and a few other places :
