The problem is, while you want to help them, they probably don't want help. Be careful in your quest to be a do-gooder. Both of those employees probably knew what they were getting into before accepting the terms. Most do and accept it anyways because even the halved or less salaries are considerably more than they would/cold receive in their home countries. They bunk in groups of three or four to cut costs while they are here and pool their resources to eat, etc., etc.

If you were to go to the MOM to complain, the employer would loose all his foreign staff and be faced with a stiff fine. Well deserved I would agree.

But, this is where it goes sour. The employees are in collusion to defraud MOM as they are accepting the conditions instead of rejecting them and going home. They may well be fined and they WILL be deported and refused further entry into Singapore. I don't think you would want that on your conscious do you?

And that, my well meaning friend, is the Gordian Knot that keeps shitty employer in the business of underpaying foreign talent. (And the citizenry thinks the FT are driving up the prices. I have to laugh at that).

Hang on, I don't understand TS said about him getting paid S$2,600 per month and he must return S$1,600 per month? How's that work? Is it specifically stated in your contract that you have to repay S$2,600? Otherwise if you do not repay it then how?

Robert, you have been here in Sisngapore around a year now. As one of our Northern Neighbours, it shouldn't be that hard to guess how it's done. There are numerous methods that have been tried and local employers will continue to try to shaft the FT/FW while lining their pockets with the kickbacks that are reported as salaries but in fact end up in the owners pockets as cash given to them by the employee. Is it legal? Hell no. Is it done? hell yes. all the time. What is the employee going to say? If he says anything to MOM, after he's been here through one pay cycle, then the employee is colluding with the Employer to defraud MOM. Employer gets a fine, Employee goes into the slammer for a while, then is deported and banned from reentering. Considering the options in their homeland, they bite the bullet and kick back the difference as agreed.
Otherwise if you do not repay it then how?
That's the easiest part. A singaporean employer only need to give notice and/or pay the employee salary in lieu of notice and cancel the guys employment pass. End of story. No reason needs to be given. Only when terminating with cause and no notice does reason have to be given.

I am currently employed under company A with WP. I found a new job with company B and IPA already issued fo S pass. Now, it's been 30days notice after i tendered my resignation, company A doesn't want to cancel my pass and hold my salary by accusing me of taking company fund which i didn't do it. I need some advise on this. How do I ask MoM to cancel my pass as Company B can't issue my pass while Company A doesn't want to cancel it.
