The problem is, while you want to help them, they probably don't want help. Be careful in your quest to be a do-gooder. Both of those employees probably knew what they were getting into before accepting the terms. Most do and accept it anyways because even the halved or less salaries are considerably more than they would/cold receive in their home countries. They bunk in groups of three or four to cut costs while they are here and pool their resources to eat, etc., etc.
If you were to go to the MOM to complain, the employer would loose all his foreign staff and be faced with a stiff fine. Well deserved I would agree.
But, this is where it goes sour. The employees are in collusion to defraud MOM as they are accepting the conditions instead of rejecting them and going home. They may well be fined and they WILL be deported and refused further entry into Singapore. I don't think you would want that on your conscious do you?
And that, my well meaning friend, is the Gordian Knot that keeps shitty employer in the business of underpaying foreign talent. (And the citizenry thinks the FT are driving up the prices. I have to laugh at that).
