I have been both users of their broadband, overall i feel singnet gives more stability in the internet and also cheaper price plans

Definitely singnet, had experience with starhub where upstairs doesn't connect properly . Singnet is much more stable; no downtime ever since I switch to Singnet.

i'd hate to make it sound like a pepsi vs coke debate... but your mileage may vary depending on where you stay and your expectations...

i pay $25 a month for cable tv + video recorder + internet access (1mb).

my expectations aren't high: i get to watch recorded discovery turbo programs and i get 1 to 1.5 mbps download speed from the free internet service which my wife and i find acceptable because we don't download software or movies - it streams youtube without a problem.

my vote goes to starhub (for now) because they're cheap!
