What type of nationality can I hire for my gift shop

Hello, I operate a gift shop in a hotel. The previously owner left with me one employee who is a Singapore PR. So I did not have the hassle of hiring.

Unfortunately she is leaving. What kind of nationality and status can I hire? Can I hire a foreigner e.g. philino and apply a SP for him?

Is there special treatment for Malaysian?

I kept on hearing: your business must have 3 Singaporean/PR before you can hire one foreigner. Is that the case?

It depends on your industry. If you are in the service industry you have a 50% dependency ceiling. This means you can have one foreigner for every local/PR you employ. However, S pass holders are also capped at a 25% dependency ratio so in the service industry you would effectively have to have 2 locals to be able to have one S pass holder. You could have 2 locals/PR's, one WP holder & one S pass holder. That would max out your quota.
