If I'm reading the OP's original message correctly she's still awaiting to hear if her PR application has been approved. If she is out of the country and PR is approved she will have to personally complete the PR process in Singapore.
So No, husband can not collect/complete your PR for her

I believe you can only take your medical once your PR has been approved, actually I'm sure as you need the medical form to presented and signed as passing the medicial.
As for extending the period for collection, yes you can request ICA to extend but you will need a very good reason and as you are currently residing in Singapore they will probably say no need to extend.

Hi gpsskr,
you can submit your application through any foreign mission as well. You do not need to be in Singapore to submit it.
Once it has been approved though you will still need to go back to Singapore and get the medical done following which you can collect your entry permit and re-entry permit. Then you can also apply for your blue IC which can be collected by anyone else though.
Regards,
M

Concur with gold spot. If your passport allows you to enter visa free, your status is irrelevant.
