Maybe it has to do with the place of issuance. I converted mine less than a month ago, and they didn't ask for an international license.
If I were you, I would just worry about passing the BTT first. You don't have to apply for conversion immediately anyways. Also, it's easy to just step over to the conversion desk at BBDC after your test and ask what documents are necessary for your situation.
