I am finding it so hard to find a place that will print a small quantity of books.

All I need is 10 books that are about 30 pages and perfect bound or even satel stitch.

Is there anyplace in Lucky Plaza or somewhere that does this..My brain is wrecked from looking..

you want a digital printer. There's one at Tanjong Pagar Plaza that do it.

They're called something express.

Across from NAFA on Bencoolen (around Middle Street) there are a ton of printing shops.
