PHP / .NET / MS SQL Developers in Singapore

Hi Everyone!

I hope this is the appropriate place to post for this, rather than the computers forum.

I was hoping you guys might have some advice on how to go about finding talented and young developers for an internet start up (no recruiters / head hunters). Do any of the universities here have job boards where I might be able to contact computer science graduates? Are there any freelance job boards for people in Singapore?
