I am looking for a tutor for my 13 year old son.

Any contacts for someone conversant in the IB probram?

Have you asked in the counseling or administration department at your school?

Which subject is your child needing help with?

At this age, he'll be doing MYP so the actual IB programme itself doesn't need to be too strictly adhered to for most subject material. If you're looking for assignment/assessment tuition, then yes, the tutor should know a bit about the MYP.

Some schools (mine included) won't allow teachers to tutor the students, so you may find asking the school doesn't help.
