Paying but not filing taxes?

Hi,

I've been employed in Singapore since November 1st 2008.

Therefore, as employed for more than 60 days I have to pay 15% of my income. So far clear.

Now, according to IRAS I do not need to file tax since I have not receive eFile and my income from Nov 1st to Dec 31st is below $22,000.

Do I have to file tax?

Did not receive anything?
Even if you have not received any notification from IRAS to e-File, you need to file if:
    * your income for the previous year is $22,000 or more; 

So, the questions are:

How to pay without filing? Do I really need to pay?
