It really depends on what you are looking for in a JC. However, if you are referring to academic performance, maybe this list will help you.
HCI (both Sc & Arts 3)
RI (both Sc & Arts 3)
ACS(I) (IB 4)
VJC (Sc 4, Arts 5)
NJC (Sc 4, Arts 5)
ACJC (Sc 6, Arts 7)
TJC (Sc 6, Arts 7)
AJC (Sc 7, Arts 9)
SAJC (Sc 8, Arts 9)
MJC (both Sc & Arts 9)
NYJC (both Sc & Arts 10)
CJC (Sc 10, Arts 11)
JJC (both Sc & Arts 13)
SJC (Sc 18 & Arts 19)
YJC (both Sc & Arts 20)
These are the required cut-off points for the various Singaporean JCs for the year 2009 (just to clarify, these are "O" level marks and lower = better). Whilst it may not be completely accurate, this is the best way as of the moment to tell the quality of a JC's academic performance.
For Secondary 4 books, you can find them in Popular Bookstore. As for exam papers, you could try Coronation Plaza. Best of luck to you.
