Regardless of whether your friend can speak our chinese dialects or not, she will NOT be able to get a Work Permit in Singapore working as a coffeshop stall holder or in any service industry.

Reason: MOM has specified that service industry can only get foreign workers from approved-source-country and Vietnam is NOT included.

You should go to www.mom.gov.sg to find out more.
