Freelance Web development/Designing in Singapore?

Hello Mates,
Its been over 1 year that I am working for a software development company here in Singapore. Would you guys like to share some thoughts on how and from where can i get Freelance web development/designing projects?
Offcourse by that i mean i can offer quality services at the fraction of the cost.
Also: Is there any institute where i can teach PHP/MYSQL? I have over 8 years of experience in web development/designing.
Please share your thoughts.
