I've never personally experienced "gum grafting" myself.
your description of "gum grafting" can mean quite a number of different procedures.
The procedure of doing a surgery to "pull the gums" back to the correct level is a form of periodontal surgery.
Basically the gums are "detached" from the underlying bone and brought up to a level that is above the original level. After healing is completed, ideally the gum should more or less be back at the original level.
How successful this technique can be depends really on how severe your gums have receded. There is only a certain amt where you can bring up the gums. Also, after time, the gums may recede again.
Generally although you can achieve some form of attachment, the end result is not highly predictable. as in nobody can predict certainly how far the gum will "grow" and attach and how stable the result can be.
Price wise it really varies. i cant really comment on that, depends on who you see and where you go.
