Depends on what the mother citizenship is at the time of birth. If she's Indian than the Baby would be Indian as well. If she has her citizenship changed to Singapore before the birth then the baby will be Singaporean by birth according to Singapore law. She would have, I believe - too big a rush at the moment - 100 days to register the birth at the Singapore Embassy/Consulate. Failing which she is subject to a fine.
