How do I find out about future construcion eg Costa Rhu?

Hi, is it possible to find out about planned construction about to take place (or in the future) near a condo? We are property hunting and don't want to end up with noise and irritation soon after moving in (or at least low ball rent if this is going to happen). In E Coast, I have heard of water reservoir works (doesn't seem noisy or that unattractive) and proposed MRT and perhaps a new pedestrian bridge due to be built? Anything else I should consider or any websites re future construction I should look at? It would help us choose condo, so thanks for any suggestions!
