I though is was/is. But it is a local IP addy so it might be a MLM'er testing the waters that why my answer - a local addy would probably indicate that the person actually knows the local name as well (I also googled it before telling him to see a TCM. But I'm watching.

The Chinese name is 葛根。It is a nice item and hard to find except China. You can find it at my site.
