183 days criteria

I think it doesn't matter when you arrive as long as your employment contract states that you start working on the 1st of July. Please check on this.

ABSOLUTELY INCORRECT. I deal with this every month. Have of my 200+ workforce are foreigners. When computing the 183 days it starts with the day you entered Singapore. Read the instructions on the IR21.

How much of this is still relevant? Assuming PAYG tax has been setup now?

There is no PAYG tax in Singapore. There is a post bill giro option but not relevant.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!
