Additional costs of employing an expat ?

Just wondering what the extra costs are of employing someone without a PR etc. against someone who is a Singapore national or has a PR ?

I've got to make a pitch soon and I need to know what the costs are to counter any objections to us hiring locals against foreigners.

I presume there are start up costs and them perhaps ongoing costs, I don't know and could really use your help. Thanks.
