Any US expat adopt from Philippines while living in Singapor

I know its a longshot finding somebody in same situation. I figured Id give it a try since it would be invaluable to find somebody who has done this before to learn from their experience. I would have thought it would not be that uncommon, but it seems to be pretty "unchartered territory".
