I have Singapore PR and am still single, so would it be possible to have my direct family like sibling or parent to be treated in a hospital here with part of the medical fee e.g. operation covered by my Medisave insurance in my CPF? Mine is handled by Great Eastern.

That insurance you bought - it covers you solely.
However, you can use your medisave funds to pay for your family member's hospital bill.
You should call your Great Eastern insurance agent & clarify further.
