Your post doesn't make a bit of sense. How can you have a Employment Pass without having a job? Or did you actually mean an EPEC?
If you meant an Employment Pass Elgibility Certificate, then you buys your ticket and takes your chances. Start with the online job boards and the classifieds. But don't hold your breath as there is a recession if your weren't aware and this might make getting employment here a little more difficult that before. The MOM will be a bit more stricter on those that they let in as Singapore's own citizens will need the jobs.

HI! I need your advice to find a job. I have an E-PASS which will expire in 14 months. My sister-in-law and her family is there in singapore living, and i am very much welcome to stay with them while i'm looking for job. I was there last February for 2 weeks but was't fortunate to find a job.
