Personal effects exemption declaration for boxes sent by DHL

We are sending a number of boxes (about 8 x 20kg) of personal items from Germany, using DHL's basic service through the post office. We are planning to send them about a week before we arrive in Singapore to a work address, they should take 6-8 days to arrive.

Do we need a personal effects exemption declaration through a freight forwarder for this amount? What happens if the boxes arrive before us - will customs hold them for a period of time? Can you foresee any other problems this will cause? Any advice would be greatly appreciated.
