I am looking for a dermatologist who is used to treating western (very fair) skins. I have recently started getting adult acne so want some advice as to how to treat it.

Dermatologist for fair skin
Did you move to Singapore recently? I suddenly developed a problem with acne shortly after moving here. I think it's the shock of the heat and the humidity which opens all the pores and sends the sebaceous glands into overdrive.
I did try one supposed skin specialist ($$$) who actually made the problem worse by excessive extraction (this person squeezed my skin so hard I couldn't leave the house for a fortnight and I still have some scarring six months later). So be very wary if anyone offers you this treatment!
One thing I learned from this is it's important to look for a properly registered dermatologist. I found a list at: http://www.dermatology.org.sg/derm.htm
I'm now thinking of going to the National Skin Centre to see what can be done about my scarring. Their derms seem to have a decent reputation - although after my previous bad experience I'll still be checking their credentials carefully (even if they are on the 'approved' list!)
Ironically the acne disappeared after I saw my GP who gave me an antibiotic lotion to apply - cost only about $10! This, plus maintaining a healthy diet, B6 supplements and generally avoiding putting too many products on the skin, have all helped to improve things. Could be worth a try before going down the more costly route of a dermatologist.
