What's the difference between Preschool and Kindergarden?

I am a mother with a 8 months baby. I heard so many rumers about how difficult to send kids to pre school. however, at the same time, I also heard something about great local kindergarden.

One of my friends told me she tried to send her 3 years old son to International School's preschools, but they are all fully booked. He has to wait earlier next year September or even 2010!!

Another friend told me she sent her 3 years old son to PATS a local kindergarden. No fuss, very straight forward, and the kid likes there very much!

So whats the difference? why and when you will send kids to preschool, when kindergarden? Do I have to regester for my baby from now on?
