Hi-

I'm an ACD/Copywriter with 8+ years of experience considering a relocation to SG.

I currently earn between $160K-$170K as a full-time freelancer (no benefits) in the States for a WPP agency. What might a reasonable staff offer in Singapore look like?

Very simple.
Basic = Basic
Gross = Basic + Fixed monthly allowances

No need to mention bonus / any variable allowances...
