Motor Bike Question

I am moving down to Singapore next week and I have seen adverts for second hand bikes that seem really cheap. I gather that there is a fee to transfer ownership. I saw the website, with the calculator / quote jobby on it, but coudl someone please give me an indication of roughly what this fee usually is?

Also, I gather that I will be restricted to a 200cc if I swap over my licence. Is it true that I could, not swap ove rimmediately, and ride any bike for a year on my original licence?

Also, does anyone have experience of leniency in getting a swao to an unrestricted licence, rather than the 200cc?
