Anyone can enter and claim a lotto prize, as long as you can understand how to fill out the entry form wihout forking out a small fortune!
You don't have to be Singaporean or PR. Anybody can play, assuming you are of legal age and you're in Singapore legally. I believe they will ask for some form of identification from you if you claim a prize.
