if you are an expatriate and purchase a lottery ticket in singapore and happen to win - can you claim the money or do you have to be a citizen or PR?
not that i won or anything... but just in case?

Anyone can enter and claim a lotto prize, as long as you can understand how to fill out the entry form wihout forking out a small fortune!

You don't have to be Singaporean or PR. Anybody can play, assuming you are of legal age and you're in Singapore legally. I believe they will ask for some form of identification from you if you claim a prize. The purpose of asking for the ID is to 1) verify your age and 2) ensure you're legally here.
