Question about Employment Pass Eligibility Certificate

I looked on the MoM website

but couldn't see whether the pass is valid from date of issue or date of entry.

Anyone happen to know?

After you get the EPEC issued, you have two years to "use" it. You apply for prolonged stay through here: https://ltpass.ica.gov.sg/eltsvp/main.do (e-VP), and after the application you are granted the one year stay.
