Not really sure if you are a 14 yr old girl or not....
but in answer to your question. The typical mortgage payment should be about 30% of your households monthly income. This is how much you can afford without stretching your budget. On a 400K place your mortgage would be around 3,500 a month so the household income would need to be about 9K a month. It can definatley be done with less but it all depends on if you are one of those who finances everything and has other debt like cars, boats, vacation house, education loans...
Now, these are just figures from my experience in the states. I assume it would be in the ball park for Singapore. There are too many variables to give a set amount.

erm yup i am . omg 400k
condo need 3.5k per mth jus for the condo ?
i had friends parents who earned 5k a mth . and they are stil able to cope with their condo. i think their condo around 500k
