As I'm sure a Westerner or African American would lament about Asians: "they all look the same". Similarly, I don't think we have the experience in dealing with Africans to determine their heritage based on looks. I would estimate that there would be a healthy black expat community of Americans, though.
The number of black people in Singapore would be small. Probably as low as 1:1000 - however, cognitively we're more likely to notice black and white people in Singapore as we're predisposed to expect everyone to be Asian and seeing a person of another race breaks the status quo. Nonetheless, you'll certainly be part of a small minority and will probably get stares (but don't perceive that as racism; simply curiosity).
I have seen many threads about hair perming and apparently these services are available. Singaporeans are quite fashion-conscious and therefore hair obsessed: you will find places catering to all hair styles.
