part-time maid

I am looking for someone to do clean my apartment 1 x week. Most of the part-time agencies have a 4-hour minimum per visit, and I don't think I really need someone for 4 hours a week because my place is small. Is there any way to hire a maid who is already employed with someone else but is looking for some extra work? I have read that there are strict laws making it illegal for full-time maids to "moonlight" but I'm fuzzy on the details. Any other suggestions on where to look for part time maids other than agencies?
