I can answer this one as well as I did it a couple of weeks ago!

Most of the local banks will want a min of $1k to open an account and obviously, proof of local ID therefore EP and proof of address. Now how you provide proof of address if you've just arrived and staying a hotel I don't know :? (Luckily I already have a local address)

However, Citibank will allow you to open an account with no min initial deposit and no charges as long as you deposit your first salary cheque within 3 months. The cheque book arrived within 3 days as well.

Good new all round, with his Letter of Offer we will have a Singapore bank account set up for us. So all my stressing will be taken care of by his Co.
